25.  Wow.  It seems they're asking the farmers to quite a hit before
destroying an animal that's obviously become comfortable near
civilization.  I believe in most places in the US an animal can be
destroyed immediately if it is caught damaging property.  i.e. If a
farmer happens upon a wolf eating one of his sheep, he can shoot it on
sight regardless of the wolf's protected status.
