They could sell an f/4-5.6 zoom as a constant f/5.6 zoom just by adding a mechanism to stop down the aperture at shorter focal lengths, but most people would prefer the extra light. Making a *fast* constant-aperture zoom would require an increase in weight, size and price.
Personally, I'm guessing that most of the people who want f/2.8 zooms for their DSLRs have already jumped ship to Canon or Nikon.
