My *ist D does that when I'm in 'M' mode using a lens w/o the A-setting and need to do the stop-down metering thing with the green button. I have not decided whether it is a camera issue, or I just don't know what I'm doing.

Sometimes it fires instantly, other times it acts as if it is deciding not to fire when an exposure is 'out of range'. Also, depending on how your shooting, the buffer may be full.

Well, my little DS with less than 700 exposures on started giving me
trouble last night.  Sometimes it won't fire, other times there's a lot of
shutter lag - 3 or more seconds.  I put in fresh bats and nothing has
changed.  Wassup with this?  Any functions or modes or features I should be
checking, or should I just chuck this temperamental pile of plastic and
wires and go back to using a real camera?
