Well he did say 'I hope'.

The problem is, once some authority has been granted, or the limits of that authority has been extended, it is very difficult to remove it, in part because pretty much humans as well as governmental entities prefer to acquire, hold, and accumulate power rather than divest it.

In layman's terms (which I am), one has likely just given the bully a bigger club than he already had. Now try to take it away without getting beatup around the head with it.

If we as citizens, feel that the law has given law enforcement too much power to intimidate legitimate undertakings, then we as citizens have the power to change that. (I hope).
