The guy was photographing at a fair, where cameras and making photographs are very common, Really, so few people go to a fair, or any kind of outdoor event, without some sort of camera these days. Cell phone cameras, P&S digis, disposable film cameras, as well as the amateurs and pros with higher level gear, both digi and film. Even my friends with no interest in photography like many on these lists have, always grag a digi when going out with family and friends to such events. This ain't street photography - it's fun fotography ;-))
