I think you'll find a majority of people are happy go lucky. It's thegovernment that paranoid.
I think that in many countries, the governments have pretty much outlived their usefulness regarding the legislative process. Consequently, the best they can come up with now is crap laws that actually work to opress the populace rather than protect it.
