No, that is not right. TTL just means Through The Lens and says nothing about where the reading is taken. Before digital we called systems that measured directly off the film TTL OTF . TTL OTS (Off The Sensor) was tried and found to be deficient and unpredictable. No current DSLR uses such a system.
