I don't think New Hampshire would hold out for any racist reasons. More likely just a protest against more federal power over states.

It took a very long time for MLK Day to be accepted here in Virginia, partially because it preempted an existing state holiday, Lee-Jackson Day. If it had been on a different day it would doubtless have been accepted sooner. Some businesses here still put up Lee-Jackson banners on that day.
