There is no Photoshop "Lite" so Elements would be the choice with Adobe. 
Adobe is, to the best of my knowledge, no longer bundling Elements with
scanners, etc., at least here in the US.

Adobe Camera RAW 3.3 is a good choice, and Elements can use it.  Also good,
if the point is just to view rather than view and edit, is the latest
incarnation of Irfanview, which is a free program.  It'll open JPEG's, RAW,
and more file types than you've ever heard of.  It will set up timed slide
shows as well, and will open mixed files while so doing.
