Thanks to all for the on and off list advice and good wishes. She went to the police this morning (she had called yesterday, they were not too responsive). She was told that since the matter is in Western Union's fraud investigation unit hands, it's better if she didn't file a report now, because "it would be a lot of paperwork."
That's the kind of response I'd expect from the worst of the forces of a South American country like the one I come from. This is the San Francisco police, though. "Oro en Paz, Fierro en Guerra." Whatever... They seem to be good only to harass people when there's a march in the streets. She will go ahead with the report if she doesn't hear from WU by Monday.
