Sure you can save a maniplated image as a raw file. However, I think
Mark is refering to camera-raw files (as they come from the camera). I
believe that Photoshop raw indicates that the file was run through it in
the information section.
Of course any digital information can be edited, that is the nature of
digital information. OTH it is kind of hard to undetectably change an
original negative or slide.

So you'd convert it to a different format, do the alterations, then save
that file as RAW? Is that not possible?
RAW has been a save-as option in Photoshop for as long as I can remember.
