Seems so, this is 'sensor talk' not 'camera talk' :-) Full-Frame here is a sensor property, meaning it can be read out in one go (the whole frame), as opposed to line by line which is much easier/cheaper to implement but much slower. The latter is often used in the large MF sensors and scanners. Building the image line by line makes real-time shots impossible. In some cases (scanners) the sensor is actually just a single row of imaging-cells that is mechanically moved accros the frame ...
