If the superwide lens is rectilinear (or a defished fisheye) I would say yes. A rotating lens like the horizon is definitely a panoramic photograph. The minimal FOV of 180 is the only criteria in my opinion. A "true" panoramic photograph has a FOV of 360 degrees.
