An online Photographic Dictionary defines panorama as:
Panorama. A photograph with much wider horizontal coverage that a normal
photograph, *up to 360-degrees* and more.
The self-proclaimed Dictionary of Film and Digital Photography defines it
as:
Panoramic.
Loosely speaking, a photo with a very wide aspect ratio - much wider than
tall. There are two basic forms of panorama photos.
1. True panoramic images, taken with very wide-angle lenses or rotating
lenses. They take in extremely wide scenes, and are usually recorded to
large areas of negative.
For example, you can buy panoramic cameras such as the Hasselblad XPan which
record images 24x65mm in size on standard 35mm film rather than the usual
24x36mm size. Noblex and Zenit (Horizon) sell cameras with rotating lenses
which can record similarly wide-angle shots - 54mm wide on 35mm film, for
example. Medium format film is also commonly used for true panoramas to
ensure image quality.
2. Fake panorama modes in low-end consumer cameras. These simulate a wide
vista simply by cropping off the top and bottom of a frame, resulting in a
wide aspect ratio.

If the superwide lens is rectilinear (or a defished fisheye) I would
say yes. A rotating lens like the horizon is definitely a panoramic
photograph. The minimal FOV of 180 is the only criteria in my opinion.
A "true" panoramic photograph has a FOV of 360 degrees.
