According to Fred Riedenschneider, the HUP applies to most things,
regardless of size or origin.  Riedenschneider made a pretty good case for
that point of view in a speech I saw him make, although, to be fair, the
speach was filmed and I only saw the filmed version. I say that only
because a film could be edited.
