I disagree in part. I don't find the photo offensive. I'm simply pointing out to the sender and to others that there may be a danger in viewing it albeit small. Let's say it's not a nosy underworld corporate spy, but a cubicle mate who happens to eyeball my screen when the picture appears, and they may be psychotic (they're not thank goodness), and they go tell my boss.
Unfortunately, wishing it to be so doesn't change the way the world works. Put a collection of 50 pictures like this in a book and call it the "The joys of Childhood" and see where that lands you.
