Undoubtedly true. I know of someone who received a (serious) death threat
via email, along with information that showed the threatener had tracked
down his home address. He couldn't get law enforcement agencies to do anything.
They knew it would be too much work for too little glory.
OTOH: You should report it to the authorities even though you *don't* expect
any action. Filing a complaint and at least getting written acknowledgment
that you've done so is useful in getting ISPs and businesses like eBay to
cough up their server logs when you're trying to track down the perp yourself.
