It's also absolutely necessary should it come to the point you have to
pursue a court order against the offender.  If you haven't pursued the
"regular channels", like reporting the "harrassment" to the proper
authorities, the Court (judge) won't look as kindly toward your request
for an injunction or other declaratory remedy. In other words, if it
looks to the judge like you haven't done what you can to fix the
problem, the judge will be less likely to "help you out".
