The newer Canon 300/2.8 400/2.8 500/4 and 600/4 have 4 IS modes.  Off, 
normal, panning, and tripod.  The tripod mode is designed to reduce 
vibrations of a different frequency than handholding.

That being said, I have the older technology 300/4 IS and I pretty much 
keep the IS turned on even on the tripod.  Warnings of "damage" or 
blurry images have proved false and I do see an improvement.  The only 
time it is off is for flight shots.
