OK, that explains it. RAW isnt really RAW.

The image capture in camera is 22 bits wide, the pixel data is then
subjected to gamma transforms, black point adjustment, colour channel
gain adjustment and normalization (possibly) and is then output as a
12 bit per pixel RAW file.
