In addition to what others have said, most people from other countries
don't realize that all the buildings in DC within a certain distance of
Washington Monument, by law have to be lower than the monument in height
(which is not very tall). Thus, DC is a city with many many buildings
with few floors and big footprints. Very target friendly.
