Licensing agreements are legally binding. Breaking them is illegal. there doesnt have to be a law written against breaking licensing agreements, that is assumed and enforcable.

The vast majority of the DVD-watching/buying public have no clue that region codes even exist. A certain percentage of them still refer to a DVD as a CD. They have no interest in out-of-region DVD's and are not aware of their existence, so the region-code enforcement works, de facto, without the need for a law. If it's not a law, it can't be illegal.
