Treat them like a car. Pass them like a car. Problem solved. You're 
assuming they don't have the right to the lane, they do.

Perfectly legal. Pass them like you would a car in that lane.

Except that Cyclists (even 1) have the full right to block the lane, 
they have the same right to it that you do. The fact that they're 
willing to ride 4 abreast in one lane is irrelevant. yeah, traffic laws 
need to be enforced more against cyclists (who are notorious for 
ignoring certain things, like stop signs) but that doesn't change the 
fact that they have full right to the lane.

The problem with Bike Lanes is that drivers love to stop in them, and 
ignore them at intersections. Bike lanes would be a lot safer if fouling 
them had any legal repercussions.

The key is proper enforcement of traffic law, against both cyclists and 
drivers.

Bikes belong on the street for the most part. The speed differential 
between a bike and a pedestrian makes cycling on the sidewalk a disaster 
waiting to happen, I'm moving a lot closer to a cars speed than a 
pedestrians (unless I'm on a MUT, where I respect the lower speed 
limit). The simple reason you don't get many accidents with sidewalk 
riders is that they are the slowest and most timid riders. Force every 
cyclist onto the sidewalk and you'll have injured pedestrians and 
cyclists everywhere, due to density and speed. I'm not going to piddle 
around at 10km/h or less, and neither are most commuters or messengers. 
Expecting us to get off the roads is insane.
