I wasn't going to comment, but Cocaine was made illegal much earlier in 1914 by the Harrison Act., and hemp was banned, (in all but name), by the Marijuana Tax Act of 1937, pushed by the BATF, though a number of states banned it earlier, Utah being the first in 1915.. J. Edger had little or nothing to do with it.
