It's very unusual and I don't know the cause.

Why is the black border there in the first place?  Your crop seems to be off.

Try opening with Conversions Plus and resaving as a TIFF and see what happens.

The effects tools are usually grayed out only when the image is in 16-bit mode, if 
that helps any.
