I dunno. I expect their responsibility (both legally and in terms of 
bad publicity) is greater if it's their own staff doing something 
inappropriate than if it's a contractor. You may be right, but I find 
it hard to imagine the New York Times taking more chances than the 
Charlotte Observer.
