Not exactly. The US and Libya have disliked each other since the late 
18th century, and the US's first foreign war was fought against Tripoli. 
In Syria's case, there are far more variables, but it comes down to the 
only way Syria's tiny ruling Shia minority can keep a lid on things is 
to blame every problem the country has on foreign powers (usually 
neighbouring Israel and the US) and encourage its problem children to go 
deal with these foreign powers rather than addressing the incredible 
level of oppression, corruption and incompetence on the part of it's 
Ba'ath Arab Socialist government.

It comes down to a lot more than money. History and pride usually, which 
is a much bigger problem with Arab nations (lots of pride, very little 
to justify it. A sort of national inferiority complex).
