A 16 x 20 at 240dpi would have to be 3840x 4800.  That's increasing the 
dimensions by almost 3x - don't know how well PhotoShop would do that. 
FotoFusion does a great job up-rezzing.  Depending on which version you 
have there may be size limitations though.  The mid-priced ($100) 
version limits you to 13 x 19 inches.  Their $300 version has no size 
limits.

If you're willing to have it printed at a lab, El-Co has really good 
up-rezzing software - their 16 x 20's are about 20USD
