There's always been a ban on using Cell phones in flight. On 9/11 the 
crew was no longer enforcing the rules and the hijackers made two 
tactical mistakes. The first was that without the crew to enforce the 
rules, people used their cell phones because they could. The second was 
that the hijackers assumed that airline passengers were sheep because 
they had always been sheep. They didn't realize that no one disputed 
control of a hijacked airplane because the hijackers flew you somewhere 
then negotiated, and mostly the passengers got out alive. They had 
suddenly rules changed, so the passenger behavior changed.
