The current high-end cards use so much power that they are all subject to failure from heat. You also need a robust power supply to keep them happy. $250 puts you into the bottom of high-end gamer cards and the bottom of new workstation cards. Strangely they are usually the same card, the gamer cards just have the workstation features locked out, and sell for 1/2 to 1/3 the price. I guess that if you are not running Autocad you do not need the workstation card. Workstation cards tend to be cheaper second hand, as most people do not know anything about them.
Another point, Photoshop does not need high-end 3d performance; although it can benefit from lots of video memory, and the best 2d performance you can find. Currently ATI (now owned by AMD), Nvidia, and Matrox seem to be the only companies making video chips (Matrox is not in the consumer market but sells to the high-end business market), so almost any card you buy is going to have one of those chipsets in it. I would think that the most important thing nowadays is the warranty, especially after finding out the hell I am going through with Supermicro.
