You should throw them away. I have used RC paper since 1975 and only the older papers were subject to fog (maybe), particularly Kodak, i will try to 'fogwash' some current Ilford paper. Perhaps it is the loss of brightener in your papers. To me, loss of brightness is not the same as fog.
