Do you essentially mean that Pentax should have chosen very few select people from those who submitted to the gallery (say, only those who have reached the premier gallery) to be the judges? But really, how can you *make* or *force* these selected few to pass through all the countless pictures submitted??? I suppose that what you say, albeit correct, would have to involve certain hmmm rewards to be handed out to the jurors. I tend to agree with your opinion but practically it is very difficult to implement unless the founders of the Gallery would be given money or lenses and other gear ;-) to budget their project.
