Hmm. Both the three-speed Raleigh that my father bought for my older brother and the Rudge he bought for me, both about when we were 9 or so, had full fenders and chain guards. That was about about 1963-4, if I recall correctly. Being modern yutes, we tore those fenders and chain guards off ASAP...
