Of course there is, there's always a story. <Sarcasm>In it's infinite wisdom</sarcasm> the State of Connecticut, (in the minds of the Governor, Legislature, and bureaucracy, an organization second only to God in grandeur and responsibility). Decided to outlaw smoking in any public establishment, but left a loophole, if a Smoke shop had a liquor licensee prior to 1995, then smoking was permitted on premises. Strangely only one establishment in the State qualified. Here you can enjoy a fine cigar, and a cognac or fine whiskey in convivial company without fear of officious intrusion on your pleasure. Though I'm not one to smoke cigars all that often. thank God at least one such place exists. Interestingly enough though it's perfectly legal and permitted to smoke in this establishment, there were still patrons outside the front door indulging in smoking cigarettes, (the sheep are becoming well trained and that's as close to a political statement as I wish to make this close to the end of the year)
