I think that it should be up to the patrons and owners of an establishment. If the owner doesn't want smoking post that, if a patron wants to smoke go elsewhere. Simple easy and no government involved except to enforce trespass laws. If you don't like smoking in an establishment then don't patronize it. The owner will get the message or will lose business. Governments have a one size fits all mentality. The libertarian in me finds that repugnant. More repugnant than putting up with smokers.
