That's complete bull, in the current employment environment in 
Connecticut good service people are hard to keep.  If the staff in this 
shop didn't want to be here they'd go to work down the street at the bar 
with the help wanted, , sign on the front door, (starting at $10+ an 
hour with benefits).  No one is being forced to work there.  Hell the 
management probably wants to hire cigar smokers anyway ,so they'll know 
what to recommend to customers.  Everybody has other options, maybe in 
the 19th century that was a problem.  Just anecdotal but a friend of 
mine had three jobs over the past summer alone.  What would be 
considered non skilled restaurant help.  The first was a place that he 
didn't want to work, the second the management decided he "wouldn't work 
out", the third paid 30% more an hour than the second and told him he 
work could all the hours he wanted.
