It's good to see that they got back to you & seem to be taking your
concerns seriously.

WRT how these banner ads work, it's true that the ad's target the web
users country of origin. I visit may US & UK based sites and many show
ads for Australian banks, telco's, Dell Australia etc.

As Josh mentioned spyware can also be an issue, but I'm pretty sure my
system is clean. I've checked on 3 different computers, on 2 separate
networks (at home & work) & I'm still seeing similar animated Adobe
Flash ads.
