You're leaving it a bit late to ask ...

Pacific Coast Highway is wonderful, but I much prefer it in the evening.
Watching the sun set over the Pacific is a wonderful end to the day.
And, in any case, the best parts of the PCH are Big Sur and southwards.

As you're asking about 17-mile drive, I assume you have a car for the day.
That's certainly a very nice way to spend some time, but Carmel is an
hour (or more) away from Santa Clara. I'm not sure I'd recommend it
as the best way to spend your only free half-day in the Bay area.

Apart from the obvious suggestions (San Francisco, for one, or Santa Cruz)
there are all sorts of interesting places a lot more local to Santa Clara;
downtown San Jose, Mountain View, Shoreline Park, Vasona Park, etc., etc.
There are also wineries - not just north of the Golden Gate in Sonoma or
Napa - there are also wineries around Saratoga (which also is home to Villa
Montalvo - another photogenic site), and Hecker Pass (near Watsonville).
