You're leaving it a bit late to ask ... Pacific Coast Highway is wonderful, but I much prefer it in the evening. Watching the sun set over the Pacific is a wonderful end to the day. And, in any case, the best parts of the PCH are Big Sur and southwards. As you're asking about 17-mile drive, I assume you have a car for the day. That's certainly a very nice way to spend some time, but Carmel is an hour (or more) away from Santa Clara. I'm not sure I'd recommend it as the best way to spend your only free half-day in the Bay area.
