Yup, we just had our third murder of the year. This is quite high for this city. We have a very large and quite disfunctional visible minority by percentage of total population. Lots of urban gangs in North Central (made famous by McLeans magazine), and lots of crime related to that, mostly drugs and prostitution. As sad a situation as it is, I don't think tossing 15 year olds in jail for selling their younger sisters' sexual skills is particularly constructive. I don't have a better answer, either.
