Ah, good point! I overlooked the hyphenation entirely. I have the Merriam-Webster Dictionary of English Usage here. It shows both hyphenated and non-hyphenated versions of "state of the art" as acceptable but prefers hyphens when it's used as an adjective, as in the example we're looking at here. No mention of "in house" at all, I'm afraid.
