When i started in surveying in 1973, safety was non existent. I remember trying to check some girder levels at the resturant level of the CN Tower. No glass in yet. My "tie off" was my party chief holding on to my belt, as i leaned over to hold the level rod. I forget what the height is of the resturant, but its over 800' i'm sure.
We did a lot of road work as well. Started out as just needing a vest, then small signs. Now it takes about an hour or more, per day, to set up and tear down all of the signs, cones etc. I would not have it any other way now, but back when i was young and stupid, as opposed to now old and stupid, i didi not care. Even with all of these saftey precautions, road workers are in a constant threat, mostly to in attentive drivers. I say its a good idea for photogs to wear such, but agree threats are not the way to do it.
