While the flash was off. I remeber so, and the exif data confirm that. Perhaps someone else flashed in.

I think it's nuts he's driving one handed with his right hand casually out the window, gripping the A-pillar.

First, the driver is on the left of the car. You probably refer to the co-driver. They were leaving the square where the historical race stopped by (see, no helmets!), so they were quite relaxed.

At least if he's really going as fast as he seems to be.

The driver was driving quite fast (to impress the audience with the roar of the beast), but not as fast as a true road rally would require.
