Here (Fortaleza, Brasil) we had some 5 years without rain - at all. When it came, young kids would run in fear, of that unknown water falling from the sky... and I never saw so many car crashes in my life. Looks like people really lose unused habilities...
Not that it was that much rain anyway... but the city just flooded, since some git in the management had not bothered keeping the drainage system working. I did have some problems myself - after 2 years unchecked, my car's wipers just quit the moment I turned them on. Lucky me, I had some orange refrigerant and vodka under the seat, from the night before, and was able to survive with them until the rain stopped (some hour later).
