In the case of Toronto, just shy of 50% of the population is from
another country (We have the largest percentage of immigrants of any
city in the world at 48% of the population) and most of those
countries are places that see snow rarely if ever. So a large chunk of
the population doesn't know how to deal with snow and Toronto doesn't
get enough to teach them properly.
