I'm pretty sure photoshop only does such a thing when using adobe camera raw. lightroom does it because it doesn't actually process the files, only shows you the previews, until you export at which point it applies it to make the file you wanted as a result of the export. in photoshop, each step is executed on the file itself, and you can make thousands of steps, a portion (fixed by your settings) of which are kept in your history until you save the file as a jpeg at which point even the history is deleted.
