Since Ken made a similar comment earlier today I've poked around online today and it appears that city owned shelters don't charge and certainly no one's turned away due to lack of funds. I do know that there are a number of rooming houses in the neighbourhood near which he was panhandling that offer furnished rooms for the night. They're pretty nasty places, but not as nasty as the shelters.
