Process your digital file normally and send it to them - they'll up-size it w/their software. They do a good job on their posters - the only hitch is you gotta buy two - but they can be different pix.

2b) As usual, I have no $#%^ing idea what a reasonable rate to charge is. Gonna attempt to Google up a clue.
