Do they have police in Italy? I thought that there are no rules on the road, so what is the point of police?

Northern Italy. I pre-booked a car with a local agency. Website
clearly stated - International Driver's Permit Required. So I got
one. Went to pick up the car. All they were interested in was my
credit card. I tried showing my U.S. license, my International
Permit. They didn't care. YMMV.
