Dang. I'm wrong about everything today. Less than a year ago Amtrak
was advertising a rail pass specifically for foreign tourists. They
made it very clear that if you didn't have a passport issued outside
the US then you couldn't buy that pass. I don't see anything like
that on their site anymore.
Probably made them a small profit. Had to be disconinued, as they had
no way to deal with it.
