You could buy a rucksack from a rucksack manufacturer, regardless of logo, and put the interior of a regular camera bag into the lower compartment of the rucksack. That would mean putting whatever is meant to go in the lower compartment into the main part of the rucksack, but you'll have to do that anyway with a camera-specific rucksack. If your camping equipment is reasonably compact it should fit quite easily into a 25L space, leaving room for your clothes and other gubbins.
